For occupied properties, the strongest part of that direction is its operational focus. Retrofit decisions have to work with real equipment, live tenants, incomplete records and mixed generations of meters and controls.

- Update the building, equipment and meter registers.
- Validate at least 12 months of utility data where a full-year baseline is appropriate.
- Separate incoming, tenant, common-area and major plant loads where the existing metering supports it.
- Record occupancy, hours, weather and material equipment changes that explain consumption.
- Rank operational corrections before assuming every opportunity requires capital replacement.
- Define the measurement and commissioning evidence before awarding retrofit work.
Why the meter register comes first
A dashboard cannot resolve an unknown meter. Each point should have a location, served load, unit, multiplier, model, serial number and communications path. That record allows the team to distinguish a real performance change from a failed device, changed boundary or data gap.
